[ENHANCED] VFP 9.0 FIX - SYS(9038) SETS OR RETURNS THE REQUEST EXECUTION LEVEL OF THE COMPILED EXECUTABLE FILES
January 2026
-------------------------------------------------------------------------------------------------------------------------
CCB
1. THE SYS(9038) FUNCTION:
SYS(9038) - Sets or returns the request execution level of the compiled executable files
Sets or returns the request execution level of the compiled executable files.
SYS(9038 [, -1 | 0 | 1 | 2])
Parameters
-1
No requesting execution level, VFP Advanced will not write the manifest data <requestedExecutionLevel> into the compiled executable files.
0
Requesting no additional permissions, VFP Advanced will write the manifest data <requestedExecutionLevel level="asInvoker" />
into the compiled executable files. 0 is the startup default for Visual FoxPro Advanced.
1
Requesting the highest permissions available, VFP Advanced will write the manifest data <requestedExecutionLevel level="highestAvailable" />
into the compiled executable files.
2
Requesting full administrator permissions, VFP Advanced will write the manifest data <requestedExecutionLevel level="requireAdministrator" />
into the compiled executable files.

Character
Remarks
The SYS(9038) function is only used for the BUILD EXE/DLL/MTDLL commands in Visual FoxPro Advanced Interactive Development Environment (IDE).
We can also set the default value in the Windows registry:
HKEY_CURRENT_USER\Software\Microsoft\VisualFoxPro\10.n\Options\RequestExecutionLevel (for Visual FoxPro Advanced 32-bit),
HKEY_CURRENT_USER\Software\Microsoft\VisualFoxPro64\10.n\Options\RequestExecutionLevel (for Visual FoxPro Advanced 64-bit),
for example, RequestExecutionLevel = "0".
If we set SYS(9038,-1) in Visual FoxPro Advanced 32-bit, Windows enableds UAC virtualization for the compiled executable files,
it is the same as Visual FoxPro 9.0 and earlier versions.
If we set SYS(9038, 0 | 1 | 2) in Visual FoxPro Advanced 32-bit, Windows disables UAC virtualization for the compiled executable files.
If we set SYS(9038, -1 | 0 | 1 | 2) in Visual FoxPro Advanced 64-bit, Windows disables UAC virtualization for the compiled executable files,
because Windows always disables UAC virtualization for 64-bit executable files.
For more information about UAC virtualization, please refer to:
https://docs.microsoft.com/en-us/windows/security/identity-protection/user-account-control/how-user-account-control-works
Most app tasks operate properly by using virtualization features. Although virtualization allows a majority of applications to run,
it is a short-term fix and not a long-term solution. App developers should modify their apps to be compliant as soon as possible,
rather than relying on file, folder, and registry virtualization.
Virtualization is not an option in the following scenarios:
Virtualization does not apply to apps that are elevated and run with a full administrative access token.
Virtualization supports only 32-bit apps. Non-elevated 64-bit apps simply receive an access denied message when they attempt to acquire
a handle (a unique identifier) to a Windows object.
Native Windows 64-bit apps are required to be compatible with UAC and to write data into the correct locations.
Virtualization is disabled if the app includes an app manifest with a requested execution level attribute.
IMPORTANT NOTE:
If we change the request execution level of an executable file, or we do some Windows Updates,
perhaps we need to logout or restart the computer,
and then it works fine.
2. CAUSE:
There are some BUGs in the following code.
3. RESOLUTION:
We can write some code to fix the BUG.
